The 2025 Voluntary Sentencing Guidelines Manual should be used for all pleas and verdicts entered on or after April 1, 2025, unless otherwise indicated.
Note: To improve readability and ease of use, some chapters, examples, and appendices found in previous editions of the Manual (printed and PDF) have been moved online and are now included in the 2025 Manual Supplemental Materials. Supplement I was revised for consistency with Appendix C of the 2025 Manual. Supplements II through VI received minor formatting changes and citation updates to align with the 2025 Manual, but otherwise remain substantively unchanged from the 2023 Manual.
